Hong Kong Declares Equates CBD to Heroin

- Life imprisonment and a fine of up to HK$5 million ($638,000) for importing, exporting, or manufacturing CBD
- Seven years in prison and a HK$1 million ($128,000) fine for possession or consumption of CBD
